ICEGATE Portal Registration

New to ICEGATE? Learn how an importer or exporter can create an ICEGATE account, verify business details and prepare for online Customs services.

This guide explains the difference between simplified and full IEC registration, when a DSC may be needed, and how GSTIN and user roles fit into the process.

Last reviewed: 27 October 2026 · Check the latest ICEGATE instructions before applying.
First, understand the difference

ICEGATE registration is not IEC registration

IEC is the Importer Exporter Code issued by DGFT. ICEGATE is the Indian Customs electronic portal used by trade users to access Customs-related services, submit or track information, and manage their portal profile.

IEC

Your importer/exporter identification issued by DGFT. You need the relevant IEC for the IEC-holder registration route.

ICEGATE account

Your user login for applicable Customs portal services. Registration does not itself issue an IEC or automatically activate every service.

Simple example: IEC is your EXIM identity. ICEGATE registration gives an authorised user an account to access relevant online Customs services.
Choose the right route

Simplified registration or full IEC registration?

ICEGATE has offered different registration routes. The important question is what you need the account to do.

Simplified Auto Registration

This route uses IEC/GSTIN details and email/mobile OTP verification. It is designed for basic ICEGATE access and information services.

It does not permit filing Customs documents such as Bills of Entry or Shipping Bills.

Full IEC registration

Choose or convert to the full IEC registration route if you need to file Customs documents through ICEGATE. This route may require a valid DSC, supporting documents and approval, as specified by the current portal instructions.

Before you continue: If you only need basic account access, simplified registration may be enough. If you need to file a Bill of Entry or Shipping Bill, check whether you have completed full IEC registration and any required DSC/approval steps.

ICEGATE’s simplified registration advisory states that users in the simplified category cannot file Customs documents and need to convert to full IEC registration with DSC for that purpose. The live portal instructions determine the current route and requirements.

Before you start

Keep these details ready

  • Your active IEC and correct business details.
  • Your GSTIN, if your business is GST-registered and the selected registration flow asks for it.
  • Access to the email address and mobile number recorded in the relevant GSTN/DGFT records.
  • PAN details for the organisation and the authorised person, as applicable to your entity type.
  • Clear copies of the documents requested by ICEGATE for your user category and business constitution.
  • If applying for full IEC registration or Customs document-filing access: have the DSC required by the current ICEGATE process ready. Check that it is valid and belongs to the authorised user specified in the application.
DSC note: Do not assume that every simplified account registration needs a DSC. A DSC is required for the full IEC registration/document-filing route when the current ICEGATE instructions ask for it. The accepted DSC type and signing setup should be checked in the official portal guidance.
Contact details outdated? Update the email or mobile in the relevant GSTN/DGFT record before starting. ICEGATE may fetch contact details from those records for verification.
Registration walkthrough

How to register on ICEGATE as an importer or exporter

1

Open the official ICEGATE website

Go to icegate.gov.in. Choose the registration option shown on the website, such as Register Now or the registration link under Services.

2

Choose the right user category

Select the option for an Importer/Exporter (IEC holder) or the matching IEC-holder category. Other users—such as Customs Brokers, shipping lines or custodians—use their own registration categories.

3

Choose the registration route you need

If the portal offers Simplified Auto Registration and you only need its limited services, follow that route. If you need to file Customs documents, use the full IEC registration or conversion route specified by ICEGATE.

4

Enter and verify your GSTIN, where applicable

If asked, enter a GSTIN associated with the business that imports or exports the goods. Check the digits and confirm it belongs to the same business as the IEC.

If the business has multiple GSTINs, do not guess which one ICEGATE expects. Integrate and match the GSTIN or GSTINs relevant to the IEC and your EXIM operations, following ICEGATE’s current instructions. The portal provides separate services for GSTIN integration and IEC–GSTIN matching.

5

Enter your IEC and review the business details

Enter the IEC requested by the portal. Check the legal/business name and any information fetched or entered. The IEC, GSTIN and supporting records should relate to the same applicant.

6

Select contact details you can access

The registration flow may fetch contact details from GSTN/DGFT records. Choose a listed email and mobile that you can access now. ICEGATE may use these details for OTP verification and account communication.

If the correct contact information is not listed, update the source record first and then restart the ICEGATE process.

7

Complete the OTP or other verification step

Enter the OTP or complete the authentication step sent to your selected contact. Type it carefully and never share it with another person.

8

Fill in organisation and authorised-user details

Complete the fields requested for the organisation and the authorised user. Use accurate legal names and contact details. The applicant should be authorised by the business to manage the account.

9

For full registration, provide the requested DSC and documents

If you are completing full IEC registration, follow the DSC and document-upload requirements shown by ICEGATE. Upload clear, complete documents under the correct document type. The DSC must meet the portal’s requirements and be associated with the relevant authorised user.

For simplified registration, follow the simplified route’s instructions; it does not use the same DSC/document/approval steps as full registration.

10

Review everything before submitting

Recheck the IEC, GSTIN, business name, PAN-related details, authorised user, email and mobile. Ensure uploaded documents support the information entered in the form.

11

Submit and save your reference details

Submit the application and save the acknowledgement or reference number shown. Keep the registered email inbox available for ICEGATE updates or requests for correction.

12

Track approval and complete account security

Follow the status shown on ICEGATE. Full IEC registration may be subject to verification or approval. Once access is active, complete the login-security steps the portal prompts you to set up, including any applicable two-factor authentication.

GSTIN and IEC connection

What if the business has more than one GSTIN?

A business may have multiple GSTINs, for example because it operates in different States. ICEGATE has separate services to integrate GSTINs with Customs and to match an IEC with a GSTIN.

  • Use the GSTIN associated with the business and the relevant EXIM activity.
  • Make sure the GSTIN is integrated with Customs if ICEGATE indicates it is not available there.
  • Use the Matching IEC–GSTIN service where needed to connect the correct IEC and GSTIN in Customs systems.
  • If there are several GSTINs, check the required mapping with ICEGATE or your organisation’s authorised tax/Customs contact rather than assuming one “primary address” GSTIN is always correct.
Easy way to remember: A GSTIN can be valid on the GST portal but still need the relevant Customs integration/mapping step. Check the status shown by ICEGATE.
Account access

Authorised users and role-based access

Do not share one person’s login credentials with employees or service providers. Use the user-management and role options provided in your ICEGATE account, wherever available, to give each person the access they need.

Some ICEGATE user categories have specific parent/child or principal/employee roles. For example, Customs Broker users have a Principal/F-card and employee/G-card framework. Do not assume that every IEC-holder account automatically has a role called “Master Admin”; follow the role names and permissions shown for your own user category.

  • Keep the main authorised user’s email and mobile current.
  • Give employees only the permissions they need.
  • Remove or update access when a person no longer works with the business.
  • Never share OTPs, passwords or DSC tokens casually.
Understand the sequence

Where does ICEGATE registration fit in the export setup?

1 · Get or confirm IEC

Apply for or manage the Importer Exporter Code through DGFT.

2 · Register on ICEGATE

Create the appropriate user account. Complete full IEC registration if you need Customs document-filing access.

3 · Set up bank details

Register the relevant AD Code/Foreign Remittance account and, where applicable, the separate Refund/Incentive account.

4 · Use the required services

Complete any separate GSTIN mapping, DSC registration, user-role setup or service-specific steps the portal requires.

Article 2 in this series explains AD Code & Bank Account Registration. The operational sequence may be IEC → ICEGATE full registration → AD Code/bank setup, even though the article numbers in the learning series are arranged by topic.

Troubleshooting desk

Common ICEGATE registration problems

My GSTIN or IEC is not being accepted

Check that the number is correct and active, and that the GSTIN belongs to the business associated with the IEC. If ICEGATE says the GSTIN is not integrated or the IEC–GSTIN details do not match, use the applicable integration/matching service and check again after the system updates.

The email or mobile shown is old

Update the contact details in the relevant GSTN/DGFT records first. Then restart the ICEGATE process so it can use the corrected contact information.

I only completed simplified registration, but need to file a Bill of Entry or Shipping Bill

Simplified registration does not permit Customs document filing. Follow ICEGATE’s current instructions to convert or upgrade the account to full IEC registration, including any DSC, document and approval steps required.

My DSC is not accepted

Check that the DSC is valid, belongs to the authorised user specified in the application and is of the type accepted for the current ICEGATE process. Follow the official Register DSC/Update DSC guidance and ensure the signing utility or device is working as instructed.

The business or authorised person name does not match

Compare the details entered with PAN and the supporting records requested by ICEGATE. Use the business’s legal name where the form asks for it, and upload clear documents that support the information provided.

My application is pending

Use the reference details to check status and review messages sent to the registered email. Full registration may require verification or approval. Contact the official ICEGATE helpdesk if the delay is beyond the time indicated by current portal guidance.

I already have an ICEGATE ID but cannot sign in

Use the official login recovery or helpdesk route. Check whether your existing ID can be recovered or updated before creating another account.

Quick recap

Your ICEGATE registration checklist

  5. For full registration, follow the current DSC and supporting-document requirements.
  6. Save the reference number and track the application/approval status.
  7. Use role-based access where available; do not share logins or OTPs.
  8. Complete separate GSTIN, DSC, AD Code or bank-account setup where your work requires it.
Frequently asked questions

ICEGATE registration FAQs

Can I register on ICEGATE before getting an IEC?

This guide covers the importer/exporter IEC-holder route. ICEGATE has other user categories, but you should not use the IEC-holder route without the relevant IEC.

Can simplified registration be used to file Customs documents?

No. ICEGATE’s simplified-registration guidance says users in that category cannot file Customs documents. Follow the current process to convert to full IEC registration if you need that facility.

Is a DSC mandatory for every ICEGATE account?

No. Simplified Auto Registration is designed without the full registration DSC/document/approval steps. A DSC is required for the full IEC registration or document-filing route when the current ICEGATE instructions specify it.

What if my business has multiple GSTINs?

Use the GSTIN or GSTINs relevant to the IEC and your EXIM operations, and complete the integration or matching steps ICEGATE shows. Do not assume that one GSTIN is automatically the correct choice for every business.

Does ICEGATE registration activate every Customs service?

Not always. Some services may require separate GSTIN mapping, DSC registration, bank-account setup, role allocation or additional approval.

Where can I get official help?

Use the registration guidance and helpdesk details published on the official ICEGATE website. Submit documents only through the official portal or a channel specifically directed by ICEGATE.
